It is necessary to restrict the skalibs to <2.14 version, otherwise
compilation fails due to changes in dev-libs/skalibs header files with
implicit function declaration error.

etc/man_db.conf's MANPATH is overriden by env MANPATH, which we set by
default in Gentoo, generated from env.d. In order to make system
manpages available in Prefix, ensure /usr/share/man appears in MANPATH
as last entry.

On Prefix systems, compatibility wrappers are generated because the
default action is "auto". These wrappers, however, do not function
well on certain systems (Illumnos for instance), but from tests it
appears they are not necessary either, so just disable them
unconditionally. Doing so makes no difference for ordinary Linux
systems, the check would figure out there is nothing to do there, e.g no
usr/lib/groff/site-tmac dir exists.

that its behaviour can be customized with plugins. This
is the first step to make it possible to use Gentoo's
dist-kernels with initrd generators other then Dracut.

is the first step to make it possible to use Gentoo's
dist-kernels with initrd generators other then Dracut.
Previously it was not possible to use ukify with systemd-utils,
we now also add a flag for this.
