- Adds support for modern Python, Ruby, and PHP.
- Build in parallel.
- Drop various obsolete Python branches. These were a bit
sneaky so easy to miss, but included python2.7 & python3.4.
- Use postgres.eclass to properly declare compat for various
pg versions instead of guessing the right slot (and always
picking the latest, even if not desired by the user)
- Add a note about the stable branch upstream for future
cherry-picking of patches.

Backport an upstream patch for ruby32. It's not too big at least.
I've also asked upstream if they'll consider making a new release.

One newly-added test [0] gets skipped because it calls 'rackup'
directly (which fails for me independently of puma). In any case,
not relevant to testing puma, and calling unwrapped executables
is generally frought with issues anyhow.

As usual, co-maintainers welcome. I only use this in two specific scenarios
right now (so fairly regularly) but it doesn't serve a public facing webserver
or anything particularly complicated for me right now.
