Upstream added 3.12 to their CI yesterday and fixed up a few
things, so it should be fine (tests did use to fail, albeit
even 2023.07.06 seems to pass now so these issues may have been
elsewhere -- either way we only run a smaller offline subset,
so let's wait for next release to enable in non-live).

Multiple bazel packages can be installed side-by-side through version
suffixes, e.g., `/usr/bin/bazel-5`, `/usr/bin/bazel-6`, etc. These can
be easily simultaneously supported with an eclass param.

Many name clashes between boost::optional and std::optional are
resolved with explicit namespace qualification. Because of a problem
with a ADL and a global "operator<<" function name not being included
in gtest's environment, they had to be defined in "namespace boost {".
Utterly hackish but only affects two testcase code files. Finally,
there was an issue of a "one-past the end" access causing a segfault
that was fixed by allocating an extra element to a zeroed std::vector.
